They are trying to analyze where that oil came from - they don't think it was the natural seeps. Here's from a current report:
Among things investigators are looking into are pipes broken during the La Conchita mudslide last week, seepage from the sea floor, abandoned oil wells, leaking oil platforms in the ocean, even cars and trucks that slid into the ocean during storms that pummeled California earlier this month.

I hope they figure it out soon - or that it isn't still leaking - so far about 1,100 birds have been affected.
