Here is an article on the prediction published Dec 04, 2004
http://in.rediff.com/news/2004/dec/04quake.htm - here they are saying more like Dec 12th, not the 26th - as far as I can tell, it's much the same as Jim Berkland's.. but they do specify a location. Here's how it read before the quake:
Assam is one of the eight regions that could be hit by an earthquake around that time, Venkatanathan said. Other likely locations are Taiwan, Philippines, Japan, Banda Sea, Solomon Islands, San Francisco and the Gulf of California.

Here's the theory:
According to their theory alignment of the earth with the Sun, Moon and two or more planets along more or less a straight line can create forces that may trigger the release of accumulated stress on the earth manifesting as earthquakes. Such a configuration occurs on December 12.

As far as I can tell, this didn't seem to predict it, but I don't have their original report - they claim to have specified the location rather closely (as one possibility among many)

But, as with Berkland's predictions, 2 weeks out of every month is a window - so half the time we should be expecting a large quake? Not very useful in the world of earthquake predictions to me.
