No disrespect intended, believe me. But we're talking at cross purposes. You're concerned with the undeserving "poor" who work the system. I'm concerned with the deserving poor who (like me) lost everything to the stock market and failing health yet get no aid.

The problem is that the system can't determine who is or is not deserving. If we cut off one we cut off the other. It's a no win situation.
