The mogi donuts I've heard about have three rings:
1. Inner blob of seismicity, presumably foreshocks - the hole in the donut
2. Ring of quiescence, the donut - that is the dicey part, probably not really there
3. Rest of the area outside the inner two layers - normal level of background activity.
