M6.9 onshore Honshu

There was a M6.9 quake, a shallow one, 20 km NW of Niigata, Honshu, Japan. I think that a quake at Niigata a couple decades ago caused liqufaction, and apartment buildings to tip over without collapsing. Residents walked up the walls of the outside of the buildings to go in windows to retrieve possessions. For today's quake, I could not find any news on it...
