can't submit an abstract?

Why not? I'd expect you might get a poster slot rather than a talk, perhaps, but don't see why you can't send in an abstract. When I ran the seismology part of the fall AGU, I knew some of the abstracts were just wrong - that's not a basis to reject them. It might be hard to find an earthquake preparedness session, but not impossible.
