I'm in Los Angeles (Santa Monica on 6th floor). Peeps up here FEEL EVERYTHING and I never do. I was walking back to my office when I heard people commenting, "OMG we're having an earthquake, you feel that?" I didn't feel a thing, as did anyone else on my side of the hall, but on the other side of the floor they all did. I was on vacation the day the San Simeon quake hit. According to my colleagues that day you'd have to been an idiot not to know there was a quake going on, light fixtures swaying desks moving. But the peeps on the lobby floor that day felt nothing. Height pays off I guess...
