Cathryn He claims successes one at a time, but it is necessary to look at hundreds or thousands of quakes to be sure. We are somewhat interested in the same question of whether earthquakes do indeed tend to happen at times when the tidal oscillations are large, and the tendency is certainly not strong. At this point, we've pinned the question down to whether quakes are 10-20% more likely than usual in his windows, or even less anomalous, and tend to favor the latter.
