I have another idea. Hit him with a cease and desist order (you can download ones on the web). If he violates that, hit him with a restraining order. I doubt he'd sue, as he couldn't find an atty in this country who would represent him. If he sued you in small claims court, a) he wouldn't win, and b) if he lived outside California, where your board is run, he would have to spend $$$ to sue you in a CA court.

But usually, a cease and desist order is enough to get the job done. I was working on one yesterday, as a matter of fact, but your positive actions taken have made that option irrelevant.
