As Canie posted, that your post is only slightly accurate...a lot of the drilling records are available. Drilling records from petroleum wells do not give the dates of past quakes over the last few thousand years. I use oil industry seismic reflection data to map faults in 3D. There is a vast amount of these data that have been offered for "free" by a large petroleum company, and by a contractor...on the condition that the many tens of thousands of old 9 track computer tapes be converted to more modern formats and preserved. But, getting the National Science Foundation to fund this type of thing is next to impossible. On the other hand, the U.S. Geological Survey has come up with some funds to preserve some of these data.
