Faults breaking to the surface? What does that mean?

What does it mean when you hear a fault breaks to the surface? I.E. The Lavic Lake fault broke to the surface in the Hector Mine quake. My interpretation is that the actual fault can't be seen but the boundary between the two plates creates a scarp at surface. Is this correct? If a fault broke to the surface in the literal sense, wouldn't we have quakes w/ zero depth? Wouldn't we have more knowledge cause we could study them at the surface? I'm confused....
