Date and time this advisory was circulated:
February 21, 1998 (98/02/22 03:00:00 UTC)
Posted to: Earthquake and disaster related Newsgroups

THE TIME WHEN THE EARTHQUAKE IS EXPECTED TO OCCUR:
Between February 21, 1998 and February 25, 1998

POSSIBLE EARTHQUAKE MAGNITUDES FOR DIFFERENT LOCATIONS:
5.3 to 6.3 for URBAN, densely populated areas such as cities
6.3 to 6.8 for RURAL areas where there are scattered villages
6.8 + for REMOTE areas, mountains, deserts, in the ocean

WHERE THE EARTHQUAKE IS EXPECTED TO OCCUR:

On January 30, 1998 I detected 2 earthquake warning type
signals within about an hour of one another. One of the only
other times that this has happened was towards the end of
September, 1997 when all of the deadly earthquake activity was
occurring in Central Italy. I circulated an advisory for a 5.5
to 6.5 magnitude earthquake. And on February 4, 1998 a 6.1
magnitude earthquake in Afghanistan reportedly killed more than
4000 people.

On February 21, 1998 I detected 3 earthquake warning type
signals within a few hours of one another. And they were similar
in character to the warning signals which I detected on January
30, 1998.

Information which I was able to collect in connection with
that 2/4/98 earthquake in Afghanistan has enabled me to begin
evaluating one of two experimental earthquake location
determination procedures which I have been developing. Combined
those two procedures presently point to a number of different
locations for possible earthquakes after I detect an earthquake
warning type signal. And several locations which I am concerned
about with these latest warning signals are ones towards the
western side of Afghanistan, possibly in the vicinity of and to
the west of the 63.3 E longitude line.
