Someone would have to check on this, but if I remember correctly, much of the destruction associated with one of the deadly earthquakes in China, possibly that one, was linked with the fact that there were extensive mining operations in the vicinity of a heavily populated area. Large numbers of people died because the mine shafts collapsed. Once you get a complication like that introduced it might have an effect on at least some forecasting approaches.
