The San Simeon quake filled the prediction, but if another quake struck the same region in the next month, it would also be considered a hit rather than a miss.

You probably shouldn't think it terms of a quake being expected near the center of the region; the entire prediction area would be equally likely in the model, and a quake anywhere in the region satisfies the prediction equally well.

The 9-month period just comes from years of looking at seismic catalogs, their previous efforts mainly used 5-yr windows.

They don't look at particular faults except to ensure that there is enough seismicity to conduct the analysis.
