It sounds like you haven't read the webpage which discusses when quakes occur relative to the Astro Indicator. The logic is fully discussed on the webpage www.justgoodtiming.com/id27.htm. It's fairly simple. Quakes cluster around just before and just after strong Astro Indicator.
