I couldn't tell who wrote the proposal, or to whom it was sent. Just that the center works with UNAM in Mexico City. Many of the references seemed to come from Russians and were in obscure journals.

This seems to be a new Center for Ionospheric Earthquake Precursors, but this is the first that I've heard of it. Interesting, but so far long on speculation and short on results.
