Don, from what I can tell, one of the limiting factors with the forecasting program in China is the fact that the country is so large. In certain parts they may have a number of earthquake monitoring stations involving a variety of sensors. In other parts of the country there are none at all. So, when you are discussing forecasting in China you probably have to essentially talk about two different countries or areas, those with and without monitoring equipment. I myself do not know which areas are which though I think that I could probably find out that information.

If you want to make a judgment regarding whether or not the China forecasting program is working then I believe that you need to determine if a reported earthquake occurred in an area where they have their monitoring programs running. I do not know if that was the case for the earthquake you discussed.
