Got my M3 in 24 hours

It has not yet been confirmed by seismologist, but there was a M3.1 "18 km north of Borrego Springs" near the San Jacinto fault system. So, assuming this is confirmed, what are its chances by chance? A year and a half ago southern California went, I think, something like 1 1/2 months without a M3 (this drought was discussed here). But, normally M3s are pretty common-Don-what is the average-15/month? So, when things are active, guessing a M3 give you a pretty good shot. But, these 3 earthquakes are relatively close together (Baja, San Diego, this one). But, they seem too small and too far apart to be triggering each other by static stress. So, what is happening? Coincidence? Not in my opinion-you get three M3+s in the same day in SOCAL once in a while. Are they being triggered by something else? Don't know. And, why are there long droughts of 3s? Why did the Bay area get active last week....What is next? For the other clusters of M3s, I think nothing followed.
