The Moon is directly over the West coast at the time of the solstice - meaning we can see it above us - but we aren't in the 'path' of the moon. (remember the 'path of totality for the solar eclipse ? how it went over turkey ? - well, we are not in the path)

The map is for the Solstice which occurs about 9 hours before the full moon.
