I think you need to do some research about how laws are made. The cost is zilch as far as the government is concerned. That's the point, it doesn't cost them a dime. It explains the very minimal negative votes. 72 said yes, let's do it, only 5 said no.

You're more interested in ear tones than I am these days and if you think anyone is going to do research on anything and put it out here for you or anyone else to use is crazy. I have a clearly defined method and that's the point, it can't vary from the method or its no good. I only have to explain why it works, not how it works. But enough said, I don't want to put any silly ideas into your head.
