Once again, I do not have that type of technical information regarding his forecasting procedure.

Again, when you are dealing with potentially catastrophic phenomena such as earthquakes I think that the wisest couse of action is not to automatically dismiss things which people have proposed just because they might not sound logical.

There appear to be copyright matters etc. involved. And it sounds like the government of his country has certain guidelines for how research is done and discussed. I don't know all the details.
