TO: China earthquake forecasters

It is my recommendation that people who can do so send copies of this report to earthquake forecasting personnel in China.

Ladies, Gentlemen,

As you are already well aware the following earthquake has occurred:

2003/08/16 10:58:42 43.81N 119.57E 24.4 5.4 CHINA
(NEIS data)

I believe that this was the earthquake which is being discussed in news reports.

This report will provide you with some information regarding precursor signals which were detected before the earthquake and also some Wave Chart data which I believe might enable you to tell when aftershocks for it could occur.

I have developed an unusual electromagnetic energy field fluctuation based earthquake forecasting program which is highly selective for earthquakes which are likely to occur near populated areas. Vertical time lines drawn on the Wave Chart which has been temporarily stored at the following location show that clear precursor signals which I believe may have been for that earthquake were detected on both June 16 and July 16. I also believe that some other precursor signals not shown on the chart were probably pointing to that earthquake.

A copy of that chart is being included with the e-mail versions of this report.

I myself did not circulate a warning for the earthquake. One of the reasons is that it presently takes me a considerable amount of time to do the data processing for the warnings that I circulate. And at the moment I am devoting most of the time and energy that I have available for such efforts to getting research reports circulated regarding this forecasting technology.

The blue (highest probability), red (medium), and yellow-green (lowest probability) vertical time lines on that chart show when the Wave Chart technology proposes that there might be higher probability time windows for an aftershock to occur. And it is my recommendation that forecasting personnel in China who did not receive an e-mail copy of this report download that Web page version of the chart and compare those time windows with future precursor signals which might be pointing to that area.

The horizontal waves in that chart represent phenomena such as the strength of the gravitational pulls of the sun and the moon. More information regarding those waves can be found in the following reports:

COMMENT:

If you look closely at the vertical time line locations for the two precursors on the Wave Chart and compare them with the location for the earthquake itself you will see that there is a gradual drift towards the right in the time line positions. I presently do not know what is responsible for that drift. However I expect that the reason for it will be determined sooner or later. The horizontal waves on the chart represent 30 day earthquake triggering cycles. The more important 25 hour earthquake triggering cycles which I also rely on did not show any drift. Their numbers were almost exact matches.

These are expressions of personal opinion.
