Opinions on Keilis-Borok's M8?

Since this seems like an open-minded crowd, are there some opinions of Prof. Keilis-Borok's M8 algorithm?

He uses several seismicity patterns, such as increasing seismicity, clustering seismicity, over-populated aftershock sequences, and a few others to identify TIP's (times of increased earthquake probability).

His group has published many papers testing various algorithms in the last 20 years. Some details may be found on his Moscow web site:
