It could be that no one will want to confirm or deny this. But, I had the impression that many of Don's forecast data were given to him by the geoF people. If so then an evaluation of his forecasts would be something like an evaluation of theirs. I can recall seeing one of Don's forecasts for a Philippines area earthquake which I thought was accurate.
