USGS shows that quake as being in Southern Iran - Mag 5.5 at 28.00N 56.81E as do 11 other stations - I think its misleading to pull one station (NOR) who shows a location in line with your prediction and it is only an automatic computer location, not a manual human checked location.

I also don't see any references anywhere to a quake in Pakistan on Feb 16th-17th. Maybe the electrocution was misinterpretted as a quake.

It may just be coincidence that you expected a quake and got rain, or a very bad storm, this time and once before.
