The "aftershocks do not count for prediction" notion is, imo, erroneous. It's still an earthquake. Ground moves along a fault whether or not some government-paid pundit calls it a foreshock, a main shock, or an after shock.

It is still a heck of a shock to the person who happens to be there when it occurs!
