The correct answer is that both sets are equally good. Each window in each set contains at least one quake.

The fact that there are more quakes in windows in set B is irrelevant because the prediction was for "a quake in the 5 day window".

This is a hard point to get across. Predictors want credit for multiple hits even though they do not predict them. The proper way to get more credit is to predict "increased seismicity" or give a number (3 or more, etc).

Additionally, these predictions are "sunrise" predictions. There is no way to miss; ANY 5 day window will contain a quake.
