I don't know who is on the prediction council, but a related question could be: should a decision about releasing a prediction be left only to scientists who specialize in understanding rocks, or should such decisions be shared by persons whose training and experience teaches them about human reactions? Examples might be psychologists, social workers, historians and emergency personnel.
