Others have observed this as well Don - one of our favorite persons who no longer posts followed this sort of thing (not Lowell). He had an excellent track record for these things.

I'm not sure how or what is needed to be setup to look for this signal - I've done some research on it but other things have taken precedance. I've got a document with the research that I have done one my computer here. I think you need a radio telescope and a logging computer - a bit expensive to me.

He picked up signals before the Kobe Quake - he was supposed to have a web site: www.yatsugatake-eorc.org/ (but I can't read japanese)

It is worth investigating further for those initial large quakes.
