OK - I'll take a stab at the Gulf of California for the largest quake on 9/11/02 UTC..(Not that I'd want one there...)

As for being neighborly - I am very lucky as we are in a great neighborhood - it was that way when we got here and we know most of our neighbors - all are friendly and we often hang out and chat (or take a swim in their pool). They are pretty aware of being prepared when it comes to quakes and they all keep a watch out for each other as well for security purposes.
