May be the message intro. (shown above) is the predictor's way of conveying how seriously he takes his own prediction... (i.e. he's certainly appears to be convinced that he has a valid warning...).

It looks like any call-back creates some kind of liability for the USGS (or other scientists...)?
Maybe it should be done anonymously (via hotmail or something).
