It's about 3 weeks late on time for Petra, and 9 days late for Lowell, but Petra is the only one close on location-for the original contest of June 26-28 for first M3 in Southern California.
Petra had 33.24 N, -115.52 W-looks like 40 or 50 km off. But, of the 4 entries, she is the only one within 100 km-so pretty good on location.
Lowell won on time, Petra on location-Petra was closer on location than Lowell was on time (qualitative judgement), so I'd give her the overall also...

This evaluation does not consider Lowell's contest for first M3 in same area-he can call that one.
