I would use the following:

North lat: 38.4 + 65 km
South lat: 37.1 - 65 km

West long: 123 + 65 km
East long: 121.6 - 65 km

I believe the conversion is 110km per degree.

The answer given from this rectangle will just give one idea as to how frequently an M4.9 and M5.2 is for a period of From: 04/19/2002UTC - To: 05/14/2002UTC + 4 days (to the 18th?)
