I am particularly annoyed at retroactive rules. The rule that stated that all events
in contests must appear in the CNSS catalog was not intended to be retroactive.
The Quebec quakes should be allowed, as should Don's event in Porangahau, N.Z.
(and any others the CNSS did not include). That rule only applies to future contests.
