Timing is always a problem. Haste makes waste and all that.

Locations take time even in the computer age. In Don's case, the epicenter moved a bit, putting it 400+ km from his area. The limit was set at 10 times the predicted radius (35km) so the quake no longer fits enough to be considered.

That can be changed of course but there will always be something JUST outside the limit....
