Germany Doing the "Most Comprehensive Geodetic Research"

I've been doing some research since January 4th, 2002. That research has led me to discover that...

1) Germany is Doing the "Most Comprehensive Geodetic Research" on the Planet Than any Other Nation... Why...?

2) How did the International Geophysics Research Center come to be in their country and not some place else...? Some Insights below...

The Federal Agency for Cartography and Geodesy (BKG) in Frankfurt/Main, Germany operates a regional GPS/GLONASS data center. GPS / GLONASS DATA CENTER - http://igs.ifag.de / - GREF - The BKG maintains a national German GPS Reference Network (GREF). Observations from GPS permanent stations are uploaded to the BKG and analysed on a daily basis. Observation files and analysis results are available here. The access is partly restricted to authorized users (you need an username and a password !). Confidential observation data can be obtained through the German state survey administrations.

(Please Note: The workings of IFAG and the other two with emphasis regarding Sub-Commission X and German confidential data via the German State Survey administrations… FRM 03.20.2002 @ ~ 9:25 A.M…).
