I think we need to include events of no magnitude. Otherwise small earthquakes
in out of the way places - with low probability of occurring - will be missed. Obviously
if we don't know the magnitude, then it can't be a perfect hit, but getting a low probability
event even with a unassigned magnitude may be more instructive in pursuing a technique
than getting a lot of high probability events with assigned magnitudes.
