Well, that explains it. Once you begin adding deuterium and neutron beams to the mixture I would not be surprised if some fusion reactions were observed. The report that I saw mentioned only sound waves. This is not my area of expertise. But I believe that people have probably been doing this type of thing for decades. The problem is that for the system to be useful, more energy has to be released than you add. Perhaps that bubble system would represent a way of doing that. We could certainly use a good source of controllable fusion energy. However, with regard to that type of reaction taking place in an ocean setting I would once again be skeptical. In the first place you would need a source of neutrons. Next, if I remember correctly deuterium actually serves to quench those types of reactions. That is why heavy water is used in nuclear reactors. It helps keep things under control. If objects are glowing unexplainably in the ocean at certain times I myself would expect that to represent some type of fluorescence effect associated with a strong electromagnetic field. These are my own opinions.
