Actually, yes, the daily updates do have a problem with up-to-date solutions, especially on weekends when most networks are not working and most solutions are automatic. Today was an excellent example, with several events in the region of New Zealand and a number of other moderate events around the world (according to the seismograms) but with only GSSC solutions to go by. The problem is not as bad as it once was, however since modern communications and technology make it possible to have a good solution available within about an hour when the teleseismic network is up and running. GSSC and PDE usually agree within about 50 km on their solutions except for deep and intermediate focus events. I think that using NEIC data is certainly satisfactory for most events of size, and as long as any disclaimer is provided with an evalutation - such as catalog used for comparisons, etc. etc. the forecaster is free to look elsewhere for a second opinion. The problem still exists for small events though. I would suggest using the CNSS catalog. This contains quickly updated data from all the networks in the U.S. as well as PDE data, is easily accessible and is all in one place. There has even been an attempt to determine the best solution for each event. The link is below.
