Roger, this earthquake forecast evaluation program related note is intended primarily for you. But I expect that other people would be interested in hearing about this. It is something which you might look into before doing any more work on your forecast data evaluation program. What is being discussed here would have to be checked for accuracy.

United Nations personnel have had an earthquake forecasting group operational in the People’s Republic of China for some time. They now have another one in the Philippines. Although those are U.N. sponsored programs, technically speaking, I understand that funding for them actually comes from governments and private sources. Even the following U.N. Web site and activities related to it appear to represent donations of one sort or another.

They are working with a variety of earthquake precursors and need to know which ones are worth monitoring and which ones are not. So, they have developed an earthquake forecast data evaluation program called ESTAPE which you can read about at that Web site. It is my understanding that their program is presently being revised. And they are interested in comparing notes with other researchers in this field. I suggest that if you check their site and see anything of interest there then you might try contacting them to determine if it would be productive for you to collaborate with them on the effort.
