I'm not sure which site you mean - the first one you posted or the one I posted (both are usgs)

Your initial site uses a xerox map maker - I've heard of problems with that in the past and that it was off-line for a while then brough back and now? The main Xerox site is pretty slow. I found the group that does the maps - it looks like there's been some restructuring this year - take a look at the link below.

I found more references to the map-viewer used on your link - there seems to be 2 possible URL's - pubweb.parc.xerox.com and mapweb.parc.xerox.com - both sites are not responding. I did not have that map come up either but the second site comes up fine.
