Lowell,
I, for one, believe that there was a tidal effect, as my top Seismic Window of the year is Feb 24-Mar 3, 2002. The brightest full Moon of the year was on Feb 27th, as perigee was only 11 hours after syzygy. We also had the highest tides in the ocean that we will see until December.
The 5.8ML (UC Berkeley) mainshock at Mexicali was on February 22nd, just two days early, but typical of Salton Sea Trough geothermal quakes.

Also the 2nd strongest February quake of 6.4M in the Marquesas was on the day of syzygy/perigee.

Aside, from that, however, the world seismicity has been amazingly quiet since the first week in February. No 7's since Jan. 2nd. I cannot recall any similar period of prolonged quiescence.

I did not predict the Lively quake, despite it fitting the Window.
