I think I can 'get' both sides Cathryn - He does claim that he's revealed when and where in his book (or led you to believe hes' made this claim) - so Yes, we all need to run out and buy his book...

I did find his book page again and he does say: A factual, well researched book of earthquake and tsunami disasters in California, with an in-depth analysis of fault behaviors and explanation of where and when the next great earthquake will occur. The book is listed at $24.95 plus shipping. (I wonder if Amazon carries it?)

Which probably says something like Earthquakes can't be predicted or some such... Or he's predicted a big one sometime in the next 50 years or some such... I can't seem to get thru to his prediction pages. Ahhh - he does have a link to the table of contents - Chapter 5: Can California's Earthquakes and the Big One be predicted? And Chapter 6 as well.

Then there's Chapter 17 which sounds like it should have the 'when' answer - If anything he's probably looking at past data - lets face it, the San Andreas is overdue based on the law of averages - it can happen any day now.

It might have some good info in it just on the basic geology of the area.

He was big with Tsunami's in hawaii - there's a guy from there that writes on the sci.geo.earthquakes newsgroup (I forget now... Gerard?) - Maybe he can validate something about this guy.
