Go to my website and download CIRCLES. It's a .zip containing a first try at your 40 mile circles. Unzip it into a directory (all files) and execute by clicking on the .exe file.

Check the circles for accuracy; I have no easy way to do it here. There are no cities plotted because I haven't found a lat-lon list of cities. If you know of one, point me to it.
