Ringmap update

Hi all;

Canie found a bug in Ringmap which is now fixed.

She also modified the basemap for me to remove the USGS logo.

The new package can be downloaded from my website.

RINGQ will plot a quake file, RING2 just plots the rings. RINGS probably won't work but it's just an outline map anyway.
