Actually I don't say that ENSO is caused by tidal waters. I say that earthquakes are caused by tidal waters. What I say about ENSO is that the heat is redistributed to the polar regions where it is absorbed by the polar ice caps and permafrost, thus accelerating global thawing.

The global thawing then releases more free water toward the equatorial regions which in turn contribute to increased earthquake activity through daily tides.
