First motion on a properly installed seismometer reflects the motion of the ground, so first motion up means the ground moved up as the wave passed.

The theory here is that stations under the sun would have first motion down indicating an impact from above while stations on the opposite side of the earth should show first motion up as the energy passed thru the earth.
