LA lives on water shipped in from out of the region more than it relies on its groundwater reserves. And a lot of the groundwater is being recharged such as in Coachella Valley from colorado river water..

We ship water in from Owens valley, the Colorada River and Northern California's Sacramento-San Joaquin delta area.

If anything we've put a load on the land in the form of reservoirs. This might have a further long term effect than the pumping. We do have some seasonal ground changes from this but it isn't getting any worse as the population grows due to all the imports.
