I think you hit the nail on the head when you said; "I believe most of the people in the San Francisco Bay Area already expect a major earthquake from any of the known faults in the area."
Everyone in California knows it could happen at any time.

But you're right too, in that if someone with credentials came out and said "We think there's an 85% probability of a major quake occuring in the Bay Area within the next year", you'd probably see some folks move pretty fast. Big economic hit. And who really know's where the quake will hit, and how much loss incurred anyway, some may say.

I think people should have the option of taking the risk on themselves, and be armed with as much information as possible in making their decisions.
