As for the State approving alert messages - Right after Hector there was some movement along the San Andreas in the Salton Sea area - The geologists wanted an alert broadcast warning about a possible San Andreas event - or that they were 'concerned' about a second event and what was finally issued as a warning was very watered down - more of your standard aftershock warning message rather than a warning for a second significant event.

There were televised warnings, but again, unless you 'read between the lines' you didn't get the intended (by the geologists) message. Luckily nothing further occurred.
